Cancel an org's deletion

act entity tenant-private since 2026-10-01

Stops an org's deletion countdown and returns the org to the state it was in when the deletion was scheduled: live, or suspended. Calling it on an org with no deletion scheduled changes nothing. A test twin, an org the repository declares and a purged org are refused.
